It's probably a matter of "Strict NAT", routers blocking connection or ports. I'm thinking the easiest way would be to each shell out 1$ a month and rent a dedicated server, it's well worth it for a group of players, don't have to ask the host to load up the game, can play anytime, you can set the server to continue passing time when nobody's playing so crops can still grow, etc.
When you re-enable the DLC you won't get it back but it will be available to buy again. When you remove a mod or DLC, the items don't exist any more. The game can only save information about things that exist. So, of course the items are gone from the save. You can't play with Kubota if he doesn't have it.
